BEIJING May 27 (Reuters) - China will give private capital the same entry standards to the banking industry as other capital, state media said on Sunday, as the government makes its hardest push in a decade to court private investors by welcoming them into a handful of sectors.

Private companies would be allowed to buy into banks through private stock placements, new share subscriptions, equity transfers, and mergers and acquisitions, the official China Daily said, citing the China Banking Regulatory Commission.

Private investment would also be permitted in trust, financial leasing and auto-financing companies, the report said.

"The banking regulatory branches at different levels cannot set up separate restrictions or additional conditions for private capital to enter the banking sector. They are obliged to improve transparency of the banking market access constantly," the newspaper cited the regulator as saying.

In order to encourage lending to the private sector, China should let private capital play a bigger role in financial institutions, and encourage private lending companies to become commercial banks, Wu Xiaoling, a former deputy central bank governor, told the China Daily.

"The government has encouraged small lending companies to turn into rural banks," she said. "But with a minimum shareholding requirement of the main initiator, private investors lack enthusiasm for such things."

Separately, the China Securities Regulatory Commission said that it would support private companies to list on the stock market, both domestically and overseas, and to issue bonds.

On Friday, the powerful watchdog of China's state-owned firms said China would allow private investment in state companies when they restructure or sell shares, but gave few details on how that would happen.

However, analysts are sceptical China will follow through on its pledges to cut the role of the state, given that its stranglehold over swathes of the world's second-largest economy has been unchallenged for years.

Analysts have said deep vested interests often backed by influential politicians are the biggest obstacle dogging privatisation efforts.

That said, government ministries may follow the state-owned Asset Supervision and Administration Commission's lead and voice public support for privatisation in coming weeks in response to Premier Wen Jiabao's instructions to detail plans on how to cut the state's role in the economy. California tobacco tax measure risks going up in smoke

SAN FRANCISCO (Reuters) - Health-conscious Californians may mostly oppose smoking for its costs to public health and the economy but an aggressive tobacco industry campaign and general anti-tax sentiment may block a measure to raise taxes on smokers.

Airwaves in the most populous U.S. state are filling up with advertising for and against Proposition 29, a June 5 ballot measure that would add a $1 tax to a pack of cigarettes, taking the tax to $1.87, mainly to fund medical research on tobacco usage and programs to prevent and control it.

More than $40 million, mostly from the tobacco industry, has been raised to defeat the measure, dwarfing its proponents' war chest. But proponents are showing an ability to punch above their weight, most recently with a television commercial whose characters satirically explain why they support "Big Tobacco."

One character says "I support Big Tobacco because they killed my wife and that's one less mouth to feed."

More tough TV spots may follow as survey results released this week showed just over half of likely voters supporting the measure - down from just over two-thirds in March.

"Today, 53 percent say they will vote yes, 42 percent say they will vote no, and 5 percent are undecided on the measure," the Public Policy Institute of California's survey report said.

The ballot measure in California, the world's ninth largest economy, is of national importance because other U.S. states often follow its lead in confronting problems in public health, the environment and other areas of public policy.

The drop in support puts Prop 29 below a critical level for revenue measures with election day fast approaching, said Larry Gerston, a political scientist at San Jose State University.

"You've got to have 60 percent going in because there are always people who for whatever reason back off," he said, noting the drop also shows how effective advertising that taps into distrust of the state government has been against the measure.

That distrust is working against the general idea of raising tobacco taxes, which 63 percent of likely voters favor, said Mark Baldassare, the institute's president.

END RUN AROUND LEGISLATURE

"Sixty-two percent of likely voters say the state government wastes a lot of money," Baldassare said. "Any time you're asking voters to raise state taxes for any purpose and there is questioning of the functioning of state government it's going to raise doubts."

Californians have been questioning the finances of their state for a decade due to its persistent budget shortfalls.

Governor Jerry Brown earlier this month revised the state's projected deficit to $15.7 billion from a $9.2 billion gap forecast in January. To close the shortfall, he proposed cuts to state employees' pay and health, social and welfare programs. He also urged support for a tax measure in November to lift the state's sales tax and raise income taxes on wealthy taxpayers.

Supporters of Prop 29 did not expect smooth sailing to sway voters, but a tobacco tax increase has better odds at the ballot box than in the state legislature, said Jim Knox, a legislative advocate for the American Cancer Society.

By his count more than 30 efforts over the last three decades to have lawmakers raise tobacco taxes have failed.

There is no incentive for the legislature as a body to embrace a consequential tobacco tax increase, said Stanton Glantz, director of the Center for Tobacco Control Research and Education at the University of California, San Francisco.

Democrats won't turn down support from the tobacco industry that helps cement their majority in the legislature while its Republican minority opposes taxes in general and needs any help it can get to retain seats.

"The legislature is just simply dominated by tobacco interests," said Glantz, whose work based on documents from a tobacco industry whistleblower helped produce the 1998 Tobacco Master Settlement Agreement.

That settlement between 46 states and tobacco companies was the biggest civil litigation settlement in U.S. history.

NOT FOR STATE BUDGET

Distrust of the legislature informs the language of Prop 29, which would keep revenue it raises from going into the state's general fund - effectively keeping it out of lawmakers' hands.

The roughly $800 million the measure would raise in its first year, followed by decreasing amounts, would instead be set aside, mirroring a successful 1988 ballot measure that imposed a tax of 25 cents per pack of cigarettes.

The money would be overseen by a nine-member committee that includes three University of California chancellors, three cancer research institute directors, one physician affiliated with an academic medical center and two members of disease advocacy groups that focus on tobacco-related illnesses.

In 1998, voters added another 50 cent tax to fund smoking prevention and childhood development programs. That marked the last time they backed a tobacco tax increase. Anti-tobacco advocates credit such hikes with helping drive down the state's smoking rate, although smoking by teens is creeping up.

"As a practical matter you have to tell the voters where you're going to spend the money," Glantz said. "They don't want the money handed over to the politicians."

Only 17 percent of likely voters approve of the job the legislature is doing, compared with 71 percent who disapprove and 11 percent who don't know how they feel, according to the Public Policy Institute of California's survey results.

But Prop 29's opponents have been tapping into a related concern, charging in one TV ad the measure would create a huge new bureaucracy. That echoes claims of wasteful government spending which helped defeat a 2006 statewide measure that urged a $2.60 tax on packs of cigarettes.

Over the last 2-3 months filming this movie I?ve realized:

  1. Complacency is an incredibly universal problem. We talked to dozens of people from all ages, races and backgrounds, and everyone had experienced it at some point in their lives. Most people experienced it multiple times. :)
  2. Complacency is challenging to quantify. It?s vague ? there are these pop-culture phrases like ?keeping up with the Jones? or whatever that dance around the idea, but there aren?t a lot of books and movies that really point to this specific issue. That?s kind of good for us ? I mean, we have an opportunity to really tell this story and shine a light on this issue in a new way.
  3. Most people who combat complacency have a specific ?AHA? moment. Not everyone, but many, many people we talked to ? they had a moment, a very specific question or event, that led them to change their thinking and move away from complacency.

Tens of millions of years ago, cephalopods were hiding from their enemies in clouds of ink. And it turns out that cuttlefish today produce ink that?s almost identical.

Researchers found fossils of two giant cephalopods that swam the seas more than 160 million years ago. Each one contained a preserved ink sac. Analysis of the sacs revealed that some melanin pigment?the stuff that makes the ink dark?had survived. Plus, the chemical makeup of the melanin was virtually the same as the pigment found in modern-day cuttlefish ink. The work is in the Proceedings of the National Academy of Sciences. It?s rare to find preserved soft tissue in the fossil record. In addition, biomolecules often break down, leaving none of the original organic compounds. Melanin, however, has a sturdy structure that resists this fate. And the methods these researchers used to isolate it from the fossils could help other paleontologists better identify preserved organic molecules and their functions.

The finding also demonstrates that when something works, evolution usually leaves it alone. Because if it ain?t broke, don?t fix it.

Study Finds Sigmoidoscopy Reduces Colorectal Cancer Rate

Research conducted at the University of Alabama at Birmingham as part of a national study reveals that flexible sigmoidoscopy ? a screening test for colorectal cancer that is less invasive and has fewer side-effects than colonoscopy ? reduces deaths due to colorectal cancer.

Overall, colorectal cancer deaths were reduced 26 percent and new cases were reduced 21 percent as a result of screening with sigmoidoscopy, according to findings of the Prostate, Lung, Colorectal and Ovarian Cancer Screening Trial that appeared online May 21, 2012, in the New England Journal of Medicine.

As part of the PLCO trial, a population-based, randomized study funded by the National Cancer Institute, a total 154,900 men and women ages 55-74 were randomly assigned to receive flexible sigmoidoscopy screening (intervention group) or usual care (control group) between 1993 and 2001. Control group participants were screened only if they asked for it or if their physician recommended it. Members of the intervention group were screened upon entering the study to collect a baseline measure and again three to five years later. All participants were followed for approximately 12 years.

UAB enrolled more than 6,000 participants. Compliance was one of the highest among all 10 sites ? 96 percent at baseline and 75 percent at five years.

?This trial allowed us to identify an evidence-based screening tool other than colonoscopy to reduce the number of new cases and deaths from colorectal cancer. This finding is important because not all individuals have access to colonoscopy, which is more expensive and has to be performed by specialty physicians," says Mona Fouad, M.D., M.PH., principal investigator of the UAB PLCO site, director of the UAB Division of Preventive Medicine and co-leader of the Cancer Control and Populations Sciences program at the UAB Comprehensive Cancer Center.

Sigmoidoscopy involves examination of the lower colon using a thin, flexible tube-like instrument, called a sigmoidoscope, to view the anus, rectum and sigmoid colon. It has fewer side-effects, requires less bowel preparation, does not require sedation and poses a lower risk of bowel perforation than colonoscopy, in which a similarly flexible but longer tube is used to view the entire colon.

Colorectal cancer is the second-leading cause of cancer-related deaths in the United States. Previous research has shown that its incidence and mortality can be reduced with a number of screening methods, including fecal occult blood testing. However, flexible sigmoidoscopy and colonoscopy are more sensitive than FOBT for detecting pre-cancerous polyps, which may be removed during the procedure to reduce the risk of colorectal cancer.

?The most effective screening test for colorectal cancer is the one people are willing to take. The results of this study may encourage more people to have colorectal screening with the less invasive and less expensive sigmoidoscopy," says Fouad.

In the PLCO trial, researchers compared the overall colorectal cancer mortality and incidence in the two groups (intervention and control) and also analyzed incidence and mortality according to the location of the cancers that developed. Cancers located in the area from the rectum through a bend in the colon called the splenic flexure were defined as distal, and those located in the transverse colon to the cecum were defined as proximal. Although flexible sigmoidoscopy examines only the rectum and the sigmoid colon, participants with a suspicious finding were referred for a follow-up colonoscopy, in which both the distal and the proximal regions of the colon were examined.

After an average 12 years, participants in the screening group had a 21 percent lower incidence of colorectal cancer and a 26 percent lower mortality rate than participants in the usual-care group. The incidence of distal colorectal cancer in the screening group was reduced 29 percent, and mortality from distal colorectal cancer was reduced 50 percent. While there was no statistically significant decline in deaths from proximal colorectal cancer in the screening group, the incidence of proximal colorectal cancer was reduced 14 percent.

CAIRO (AP) ? Egyptians say they want their next leader to be honorable, smart, a knight, a man with a heart, a military man, a religious man, one who goes down and meets with the people. What they are really looking for is a superman.

Egypt's next president is facing an incredibly tall order of problems, from a tumbling economy and a beat-up security force to decrepit schools and hospitals that can't even provide enough incubators for premature babies.

Turning out in large numbers to vote for the first time in free and competitive presidential elections, a deeply engaged population have a lot of expectations from the leader that will replace the longtime leader Hosni Mubarak, whom they ousted in a popular uprising last year.

"We want a flawless president. We want him strong, just, respectable, clean, someone who feels for the poor.
